On Capitol Hill, majority Democrats in the House of Representatives struggled Wednesday to attract sufficient votes to pass a measure providing $50 billion for U.S. military operations in Iraq and Afghanistan. VOA's Dan Robinson reports the legislation, which also awaits a vote in the Senate, faces a veto threat from President Bush. Democratic leaders were forced to delay consideration of the legislation to provide substantially less than one third of what President Bush is seeking to sustain U.S. military operations in Iraq and Afghanistan. Most Republicans oppose the measure, which also faces criticism from the most vocal anti-war Democrats who say its provisions are too weak to bring about any substantial change in President Bush's Iraq policy. In their latest attempt to force a change in direction in Iraq, Democrats inserted language requiring the president to begin withdrawing U.S. forces within 30 days of enactment, with a general goal of pulling most combat forces out by December 15, 2008. While the bill does not contain a specific date, President Bush rejects any timeline, saying that would help al-Qaida and insurgents in Iraq, and set back U.S. efforts. The president's press secretary Dana Perino spoke to reporters at the White House as Democrats struggled to bring the measure to the floor. "Once again they plan to send the president a bill that they know he will veto," said Dana Perino. "This is for political posturing and to appease radical groups." If Democrats in the House succeed in approving the measure, it still faces an uphill battle in the Senate where 60 votes are required from the 100-member chamber for approval. Senate Republicans Wednesday introduced alternative legislation to provide $70 billion for military operations, but without restrictions. Here is Senate minority leader Mitch McConnell: "That would provide a clean funding for the troops that would carry us over into next year," said McConnell. "That is what we ought to pass [and] I am going to put us in a parliamentary position to be able to vote on something with regards to that." Senate majority leader Harry Reid has made clear that while they lack the votes, and have been unable to attract Republican support for withdrawal provisions, Democrats have no intention of giving up. "I would hope that Republicans have gotten the message that the American people have had enough of this war and we have got to bring our troops home," said Reid. The $50 billion the Democrats are offering to the president, substantially lower than $196 billion he asked for earlier this year, would pay for about four months of military operations. As written, the measure would allow funds to be used only for diplomatic and other force protection, counter-terrorism efforts against al-Qaida, affiliated groups and other terrorist organizations in Iraq, and what is called limited training, equipment and logistical support for Iraqi security forces. The measure also contains provisions that set strict rules against the use of torture and prohibit government funds, in the words of the measure, from being used to contravene U.S. laws implementing the 1984 U.N. Convention Against Torture.
